Nowhere on Earth will soon be immune to observation by small commercial satellites with ever-improving image resolution, nighttime sensitive and revisit times. These tools bring great promise for environmental monitoring, and opportunities as well as challenges for the warfighter. Advances in ubiquitous sensing, when combined with new options for analyzing vast amounts of data, will also provide new tools for arms control monitoring and verification.
