Oscar Sumar is the Dean of Law at Universidad Cientifica del Sur, Peru. He is a specialist in market regulation, free competition, and economic constitutional law. He participated as a visiting researcher at the Pontificia Universidad Javeriana and Pontificia Universidad Católica de Ecuador. He has published dozens of academic articles and books on his specialty, including “Advertising Regulation Paradoxes”, “Contracts, theory and practice”, “Economy and Constitution”, and “Analyzing Regulation.” He is a regular speaker at national and international conferences on topics of his specialty.
