The U.S. Securities and Exchange Commission (SEC) has named Michael J. Halloran ’65 as deputy chief of staff and counselor to the chairman. In announcing the appointment, SEC Chairman Christopher Cox said Halloran “brings a wealth of practical experience and substantive knowledge to the commission, and will use his multiple talents to help protect America’s investors and promote more competitive capital markets.”
Halloran is the senior partner of the 225-attorney Corporate and Securities worldwide practice group at Pillsbury Winthrop Shaw Pittman’s San Francisco and Palo Alto offices. During his 32 years with the firm, Halloran founded and led Pillsbury’s Washington, D.C., office from 1979 to 1983, and has represented public and private companies and boards of directors, investment banks, and funds in many industries. He is the principal author and editor of Venture Capital and Public Offering Negotiation, a leading text on the formation of venture funds, venture capital private placements and initial public offerings. Halloran holds a bachelor’s degree in mechanical engineering from the University of California, Berkeley, and served as president of the Boalt Hall Alumni Association Board of Directors from 2000 to 2001.
As deputy chief of staff and counselor to the chairman, Halloran will serve as advisor on the commission’s program to promote investor protection, healthy markets and capital formation, and will work closely with the chief of staff to help the chairman in overall management of the SEC. He will begin work at the commission on October 16, 2006.
