CSLS Speaker Series: “Cash Bail Reform and Community Wellbeing”

Nearly 500,000 legally innocent people are currently in pretrial detention in the U.S., comprising more than half of the overall jail population. The inability to afford bail prevents many from being released from jail, disproportionately impacting Black Americans and people living in poverty. Recent reforms, such as New Jersey’s 2017 comprehensive bail reform legislation, have targeted the elimination of financial barriers to bail and the reduction of jail incarceration. However, concerns about violence and public safety have been at the center of bail policy debates. In a series of projects, we use synthetic control methods to evaluate the impacts of cash bail reform on community and intimate partner violence, drug-related mortality, and employment. Overall, our findings suggest that significant reductions in pretrial detention do not compromise public safety in U.S. communities. This research aims to provide advocates, practitioners, and policymakers with evidence about the effects of cash bail reform on community wellbeing to equitably reduce pretrial detention in New Jersey and beyond.
