A new report by our Center for Law, Energy & the Environment offers policy solutions to hurdle barriers to heat pump retrofits in California buildings. The state aims to deploy 6 million heat pumps by 2030. With over 14 million residential homes, over 75% of its existing buildings built before 1978, and heat pumps installed in only 6% of new construction, California has far to go to meet its goals.
