Radhika Kapoor is a clinical supervising attorney in the Human Rights Clinic. Prior to joining the clinic, Radhika was a fellow at the Harvard Law School Program on International Law and Armed Conflict (HLS PILAC), where her practice spanned a range of public international law matters. Her areas of focus included the use of force between States, the international legal regulation of armed conflict, intersections between principled humanitarian action and counterterrorism frameworks, the adverse humanitarian impacts of sanctions regimes, and the procedures and practice of the United Nations Security Council. Among other projects, she co-authored a detailed legal guide on the interpretation and implementation of a humanitarian exemption to sanctions regimes; documented all Security Council decisions concerning the natural environment; and highlighted the destructive human rights and humanitarian impact of various counterterrorism measures. She also supervised student contributions to HLS PILAC’s work.
Previously, she served as assistant counsel at the Public International Law and Policy Group, where she managed the implementation of international legal projects and provided advice to States, opposition groups, and civil society actors in conflict-affected countries, such as Sudan, Bangladesh, and Libya. Her experience also includes assisting with the Prlic et al decision at the International Criminal Tribunal for the former Yugoslavia, and serving as a senior research scholar for the United States Institute for Peace, where she provided expert analysis on State accountability for mass atrocities.
