This course will examine the balance of powers between the national and state governments. We will cover the main sources of federal power, such as the Commerce Clause, the Taxing and Spending Powers, the Foreign Affairs Power, and the Necessary and Proper Clause. We will also examine doctrines of state sovereignty and theoretical approaches to federalism. Students may write a paper in lieu of the exam with the instructor's consent. The paper may satisfy the writing requirement.
