EU Big Tech Laws: An Emerging Public Utilities Regulation

The Miller Institute for Global Challenges and the Law is honored to host this lecture with leading expert Alexandre de Streel, Academic Director at the Brussels think-tank Centre on Regulation in Europe (CERRE) and Professor of European Union law at the University of Namur, where he chairs the Namur Digital Institute (NADI). He is also visiting professor at the College of Europe (Bruges) and SciencesPo Paris. Additionally, Prof. de Streel chairs the expert group on the online platform economy advising the European Commission and is a part-time judge at the Belgian Competition Authority. His main research areas are regulation and competition policy in the digital economy (telecommunications, platforms and data) as well as the legal issues raised by the developments of artificial intelligence. His cutting edge talk examines whether the new EU Big Tech regulations—the Digital Markets Act and the Digital Services Act—can be interpreted as a form of public utilities regulation. Moderated by Katerina Linos, Co-Faculty Director of the Miller Institute and Heyman Professor of International Law at UC Berkeley.
