We will focus on the challenges posed by threats to the environment, as well as the strategies used to address environmental degradation, including the common law, “command-and-control” regulation, market instruments and information-gathering mechanisms. We will study many of the major federal environmental statutes “ the National Environmental Policy Act; the Clean Air Act; and the Clean Water Act “ and the controversies surrounding risk assessment, environmental federalism and enforcement.
