Faculty and students propelled a new California bill that sets aside $1,724 when a debt collector seizes someone’s bank account. Co-sponsored by Berkeley Law’s East Bay Community Law Center and pushed by the director of its consumer law center, the bill caps a three-year effort to provide financial stability for low-income Californians.
