Heather Warnken, Esq., LL.M. is a Legal Policy Associate at the Warren
Institute, focusing on juvenile justice, crime victims’ rights and services,
and violence against women. Warnken recently led a statewide study on access
to the Victim Compensation Program for underserved victims of crime, and authored
Untold Stories of California Crime
Victims: Research and Recommendations on Repeat Victimization and Rebuilding
Lives. Beginning in 2014, Warnken will serve as a Program Director for Partners
for Each and Every Child (PEEC) in the area of Effective Partnerships to
Support Student Success. Warnken has been at the Warren Institute since
2011. Prior to coming to
the Warren Institute, she earned a B.A. with honors from John Hopkins
University (2004); a J.D. cum laude with pro bono distinction from Suffolk
University Law School (2009, spending her 3L year at Berkeley Law), and a Masters
of Law, UC Berkeley School of Law, where she received the Jim Fahey Safe Homes for Women Award (presented annually to a UC
Berkeley graduate student with a deep commitment to ending violence against
women). Warnken served as Law Clerk to the Honorable Joseph F. Murphy, Jr.,
Court of Appeals of Maryland, and has provided pro bono direct legal services
in domestic violence, family law, and child welfare related matters. She is a
2014-2015 Women’s Foundation of California Women’s Policy Institute Fellow –
Criminal Justice, a 2013-2014 New Leaders Council Fellow, and serves on the Boards
of New Leaders Council – San Francisco, The Alipato Project, and the Center for
Justice and Accountability’s Young Professionals Committee for Human Rights.
