Day 1
Clark S. Cheney was appointed as the Chief Administrative Law Judge at the U.S. International Trade Commission in February 2022, after serving as an ALJ at the ITC, the Federal Energy Regulatory Commission, and the Social Security Administration. Before his ALJ appointments, he argued on behalf of the ITC at the U.S. Court of Appeals for the Federal Circuit and was detailed by the ITC to the Office of the U.S. Trade Representative. He began his career as a patent examiner and served as a law clerk to Judge William Bryson at the Federal Circuit. During several years of private practice, he represented domestic and international clients. He holds a juris doctor degree, cum laude, from the Georgetown University Law Center and a bachelor of science degree in electrical engineering from the University of Utah. Judge Cheney is a member of the International Association of LGBTQ+ Judges.
Cui Guobin is the Professor as well as Director of the Center for Intellectual Property at Tsinghua University Law School. He was the Associate Dean for International Affairs and Academics (2016.7-2019.7). Professor Cui earned his Ph.D. in law, LL.M., and B.Sc. in Chemistry from Peking University, and his second LL.M. from Yale Law School. His scholarly interests include intellectual property, antitrust, property, and law and economics theory. He teaches Intellectual Property Law, Patent Law, IP Licensing, and Chinese Civil Law. He has published more than 20 law review articles and two popular casebooks, “Patent Law: Cases and Materials” (1st edition in 2012, 2nd edition in 2015) and “Copyright Law: Cases and Materials” (2014, Peking University Press). Before he joined Tsinghua in 2002, he had practiced intellectual property litigation and licensing law in Beijing and Shanghai. In 2008, he worked as an intern for Judge Rader at the U.S. Court of Appeals for the Federal Circuit. He was a visiting scholar at the George Washington University Law School in 2008, the University of Chicago Law School in July 2012, the University of Washington Law School in May 2013, and the University of New South Wales (UNSW) in February 2018. He also serves as adjunct researcher, the Center for Judicial Protection of Intellectual Property, the Supreme People’s Court of China; Legal advisor, Beijing High People’s Court; Specialist Juror, Beijing Intellectual Property Court; and Legal advisor, the People’s Court of Haidian District of Beijing.
Prof. Ge Jiang is an associate professor at Tsinghua University, School of Law. Her teaching focuses on copyright, but her interest of research extends to other IP and competition law issues. She writes in Chinese, German and English. Some of her articles were published on the most prominent Chinese law journals. She earned her LLB and LLM from Wuhan University, China, and her LLM and Ph.D. from University of Saarland, Germany. She is a scholarship holder of Friedrich Naumann Foundation, and at Max-Planck Institute for Innovation and Competition, Munich. Prior to joining Tsinghua, she was an associate at the Duesseldorf office of Hengeler Mueller, the leading German law firm.
Yalin Li, who got his master’s degree in medicine from Shandong University, and doctoral degree in civil and commercial law from China University of Political Science and Law, is currently the director of the Research Division of the Reexamination and Invalidity Department of the Patent Office of CNIPA. He has been engaged in patent examination for nearly 20 years and has successively served as the deputy director of the Chemical Appeals Division, the director of the Second Chemical Appeals Division, and the director of the General Office of the Patent Reexamination Board. He once worked in the Intellectual Property Office of Xinjiang Uygur Autonomous Region and Beijing Intellectual Property Court for temporary training. During his work, he has heard more than 1000 cases of patent substantive examination, reexamination and invalidation, participated in the revision of the Implementing Regulations of the Patent Law and the Guidelines for Patent Examination, and researched and formulated several patent examination standards.
Judge Jian Song is a former member of the Judicial Committee of the Jiangsu High People’s Court, the former presiding judge of the IPR Division (from 2008 to 2016), a senior judge of the second rank, and a deputy inspector. Since 2004, she has been extensively engaged in trials of intellectual property cases and has published scores of articles in journals such as Chinese Journal of Law, Intellectual Property, Journal of Law Application, The People’s Judicature, China Patents & Trademarks, Tech IP Economy, etc. In 2012, she was selected as one of the first batch of “National Intellectual Property Leaders”. In 2014, she was appointed as “National Trail Expert” by the Supreme People’s Court of the People’s Republic of China.
Wang Yanfang, J.D., was introduced to the East China University of Political Science and Law in September 2021 as a senior talent and is now a professor in the School of Intellectual Property of East China University of Political Science and Law. She is also a member of the expert pool of the World Intellectual Property Organization and a member of the expert pool of the State Intellectual Property Office for overseas intellectual property disputes. Prior to that, she worked in the Supreme People’s Court for more than 20 years as a trial judge and a second class senior judge. She has been engaged in intellectual property trials and teaching of judges for a long time, and has tried many major intellectual property cases and participated in the drafting of relevant judicial interpretation and revision of intellectual property laws for many times.

Tracy-Gene G. Durkin is the practice leader of Sterne Kessler’s Mechanical & Design Practice Group and a member of the Trademark & Brand Protection Practice. Tracy has a well-earned reputation for excellence in design patent law. In 2018, Financial Times named her as one of the “Top Ten Legal Innovators in North America,” noting her as “a leading authority on design patents.” Tracy has been named among Chambers & Partners’ “recognized practitioners” in the IP Patent Prosecution, District of Columbia category. Among Tracy’s additional rankings in 2018, Legal 500 recognized her as a “Recommended Lawyer” in the U.S. for assisting a world leader in the consumer electronics space “with the development and implementation of its global design patent strategy, including the coordination of patent filings in over twenty countries worldwide.” Intellectual Asset Management’s “IAM Patent 1000” declared Tracy is the “design doyenne,” and World Trademark Review’s (WTR) annual “WTR 1000” editors wrote that Tracy is particularly known for operating “at the vanguard of design patent law” and that she has “an affinity for matters at the intersection of trademarks, trade dress and design protection.” Tracy has also been heralded by WTR editors for being “as innovative as the products that she protects.”
Shujie Feng is associate professor of Tsinghua University. He is vice-president of Beijing Intellectual Property Judicial Protection Association and council member of Chinese Trademark Association. He has got his SJD and LLM in University Paris I – Panthéon Sorbonne, LLM in Renmin University of China and LLB in Shandong University. His research and teaching areas cover trademark law, copyright law, competition law, internet-related laws, international IP protection. He has published two books and more than 40 articles in Journal of World Trade, World Trade Review, QMJIP, IIC, Propriété Industrielle etc.
Eric Priest is a professor of law at the University of Oregon. He researches in the area of intellectual property law with a focus on copyright law in the information age and creative industry ecosystems in the U.S. and China. Since 2014, Professor Priest has served on the U.S.-China IP Cooperation Dialogue organized by the U.S. Chamber of Commerce and Renmin University. The Dialogue is a multi-round exchange between U.S. and Chinese experts on challenging intellectual property issues facing the two countries. Professor Priest is a member of the National Committee on U.S.–China Relations, which named him a Public Intellectuals Program Fellow. Before joining the faculty at Oregon, he was a fellow in residence at the Berkman Center for Internet & Society at Harvard Law School. Professor Priest’s scholarship on Chinese copyright includes “The Chinese Copyright Dream” (Pepperdine Law Review, 2022); “Copyright and Free Expression in China’s Film Industry” (Fordham Intellectual Property, Media, and Entertainment Law Journal, 2015); “Meet the New Media, Same as the Old Media: Real Lessons from China’s Digital Copyright Industries” (George Mason Law Review, 2016); and “Copyright Extremophiles: Do Creative Industries Thrive or Just Survive in China’s High-Piracy Environment?” (Harvard Journal of Law & Technology, 2014).
Richard (Dick) Rinkema is Lead Counsel, Asia Competition Law & Policy, at Microsoft. Dick advises the company across the Greater Asia region on competition and market regulation policy, responses to government inquiries, and compliance with antitrust laws. Before relocating to the Washington, DC, area in 2020, Dick was based in Microsoft’s Singapore and Beijing offices since 2014. Dick has over 15 years of experience advising companies on competition law and policy, including U.S. federal and state regulation, as well as international competition laws and regulations. Dick is a member of the American Bar Association’s Antitrust Section and is admitted to practice before the Supreme Court of the United States, U.S. Courts of Appeals for the D.C. Circuit and Third Circuit, U.S. District Courts for the District of Columbia and Eastern District of Pennsylvania, and the District of Columbia and Commonwealth of Pennsylvania. Dick holds a JD from the University of Pennsylvania, where he was a James Wilson Scholar.
Julie Yu, Digital Brand Protection Director, NIKE Greater China, with 14 years’ extensive experience in a variety of intellectual property matters, including trademarks, copyright, patents, know-how, trade secrets & IP transactions. She is also an expert on digital IP & e-commerce law. She graduated from the Law School of Fudan University in 2008 and joined Shanghai Rep Office of Sheppard Mullin Richter & Hampton LLP as an associate in the same year. She assists multinational companies with the registration, prosecution, acquisition, enforcement, and licensing of IP rights in China. In 2016, Julie joined Nike’s Great China headquarters in Shanghai as an IP Attorney and then joined digital brand protection in 2018. In her capacity of Digital Brand Protection areas, she built up digital brand protection strategy for Asia Pacific areas, and led the communications with key digital platforms regarding online policing and IPR enforcement.
Mr. Jacob (Siyue) Zhang is a Partner, Deputy General Manager, Senior Patent Attorney at Lung Tin IP Attorneys, and has expertise in patent prosecution, patent invalidity, patent administrative and civil litigation, patent strategy design and portfolio development, patent due diligence and freedom to operate investigation, patent analysis, intellectual property anti-counterfeiting, etc., and he is very experienced in patent cases in technical areas of computer software and hardware, internet, e-commerce, electronics, telecommunication, semiconductor, image processing, display and lighting, mechanics, automation, etc.. Since March 2007, Mr. Zhang has represented many Fortune 500 companies in over 1,000 patent prosecution and litigation cases, among which a patent invalidity case he handled was selected as the No. 1 case of the Top 10 cases of the Patent Reexamination Board of the China National Intellectual Property Administration in 2016, patent civil litigation cases and the related patent invalidity case he handled were selected by people.cn (a state-run media) as the No. 1 case of the Top 10 typical patent cases in 2018, and a litigation case that he was involved was selected by the Supreme People’s Court of China as one of the Top 10 intellectual property litigation cases of Chinese courts in 2019. Mr. Zhang joined Lung Tin in August 2016. Mr. Zhang and his team also manage the global patent portfolios comprising thousands of patents and patent applications in various jurisdictions on behalf of their Chinese clients. Mr. Zhang was licensed to practice as a Chinese Patent Attorney in 2008 and was qualified as a Chinese National Information Engineer (Patent Information Analysis) in 2009.
Day 3
Jorge L. Contreras is a Presidential Scholar and Professor of Law at the University of Utah S.J. Quinney College of Law and Director of its Program on Intellectual Property and Technology Law, and will serve as a Visiting Fellow at the London School of Economics during 2023. Prior to entering academia, Professor Contreras was a partner at the international law firm Wilmer Cutler Pickering Hale and Dorr LLP where he practiced intellectual property transactional law in Boston, Washington DC and London. Prof. Contreras’s academic research focuses on intellectual property, antitrust law, technical standardization and science policy. He has published more than 150 academic articles and book chapters and has written or edited eleven books including the 2-volume Cambridge Handbook of Technical Standardization Law (NY: Cambridge Univ. Press, 2017, 2019). His scholarship has received numerous awards and recognition, including, most recently, the Patent & Trademark Office Society’s 2021 Rossman Memorial Award and the University of Utah’s 2020 Distinguished Research Award. Professor Contreras has appeared before the U.S. Senate Subcommittee on Intellectual Property, the Federal Trade Commission and the European Commission, and has served as an expert witness before courts in North America, South America and Europe. His latest book, The Genome Defense: Inside the Epic Legal Battle to Determine Who Owns Your DNA, was recognized by the NY Times as one of the top eleven nonfiction books of Fall 2021 and selected as the Best Patent Law Book of the Year by the UK-based IPKat blog. He is an elected member of the American Law Institute and the former co-chair of the National Conference of Lawyers and Scientists. He received his JD from Harvard Law School, earned his BSEE and BA in English at Rice University and clerked for Chief Justice Thomas R. Philips of the Texas Supreme Court.
Dr. Deng Fei is an expert on antitrust and intellectual property analysis in China. She has testified in a number of Chinese courts, including the Beijing, Shanghai, and Shenzhen IP courts and the Guangdong High Court in cases involving allegations of abuse of dominance and in standard essential patent (SEP) disputes involving FRAND rate setting and injunctions. Having been one of the first outside economic experts engaged by China’s antitrust agency, she has extensive experience working with the agency on both sides of the table in merger reviews and antitrust investigation matters. Dr. Deng’s work spans many industries, including digital platforms, telecommunications, and various consumer and industrial goods and services. She is currently an editor of the American Bar Association (ABA) publication Antitrust. She has published extensively both in English and in Chinese, in journals such as American Law and Economics Review, Antitrust Law Journal, Antitrust, The Antitrust Source, Law360, CPI Antitrust Chronicle, Intellectual Asset Management Magazine, Caixin.com, and chapters in books such as Issues in Competition Law and Policy, China’s Anti-Monopoly Law – The First Five Years, and Economic Approaches to Intellectual Property – Policy, Litigation and Management. Global Competition Review has recognized Dr. Deng as “highly regarded, with sought-after expertise on advising Chinese companies on US antitrust law, and vice versa.”
Yan Hong studied intellectual property law at Tsinghua University Law School and University of Berkeley Law School, and visited the Center for International Intellectual Property at the University of Strasbourg, France and the University of Davis, California. Dr. Hong Yan had been engaged in intellectual property work related to technological innovation for more than 20 years, and has rich experience and special research in patent law, trade secrets and anti-unfair competition law, etc. Dr. Hong established with other partners Lung Tin Law Firm and led the firm to TOP 10 IP litigation law firm in China mainland. Dr. Hong has participated in national intellectual property legislation seminars for many times, cooperated closely with world-renowned university law schools and multinational enterprises. Dr. Hong was awarded as Expert of Advisory Committee of the Supreme People’s Court Intellectual Property Case Guidance Research (Beijing) Base, Part-time researcher at the Law School of Renmin University, Leading intellectual property talent in Beijing, Expert in the Beijing Intellectual Property Expert Database, and Expert in overseas intellectual property services. Dr. Hong serves to support Tsinghua University Law School to expand external cooperation and international communication.
Ms. Jiao Shan specializes in antitrust and competition law. Ms. Jiao has gained diverse experience in dealing with antitrust issues related to SEPs. She is now handling several on-going SEP-related litigations. In the past, she was responsible for dealing with FRAND issues in a series of SEPs-related litigations between Huawei and Samsung. She witnessed the antitrust investigation into Qualcomm as a government counsel and interpreter for NDRC. She represented several local companies and associations in filing complaints to the NDRC against SEP holders; assisted licensor/licensee with competition issues in SEP licensing negotiations; submitted a third-party opinion to MOFCOM regarding a SEP-related acquisition. In addition, she has assisted clients in merger filings and antitrust investigations. She also handled antitrust litigations, including Qihoo v. Tencent.
Dr. Liu Ping has been working as an intellectual property lawyer for many years since 1995, and has represented a large number of forward-looking and pioneering copyright rights protection legal business, including the first Chinese mainland MTV Audio-visual work case and the first deep-linking online music infringement case. Mr. Liu joined Music Copyright Society of China (MCSC) in early 2006. He worked as the Director of Legal Dept in the beginning and then also worked as the Deputy Director General in the Society. In January 2021, he was appointed as the Acting Director General of MCSC. Mr. Liu has long been involved in music copyright collective management, and won many lawsuits such as the first case against search engine infringement of online music copyright in China. The winning of lawsuits effectively promoted MCSC’s licensing, and also led MCSC to set up a main medium for online music royalty payment to further push forward the legalization process of China’s online music usage. Furthermore, as an expert in the field of intellectual property law and copyright collective management in China, more often Mr.Liu Ping is invited to participate in symposiums and seminars on intellectual property legislation, judicial and administrative management, which are usually held by the legislative, judicial, administrative departments and academic institutions.
Qudus Olaniran has more than a decade of experience in intellectual property management and strategy representing patent owners and technology implementors. He is an attorney with expertise in patent portfolio strategy, patent licensing, patent acquisitions and divestures, and patent conflict resolution. At Avanci he is helping to transform and simplify how patent licensing is done, finding licensing solutions that work for all involved in the development and production of Internet of Things (IOT) products, including connected vehicles. Prior to Avanci, Qudus was a senior corporate counsel in Microsoft’s Intellectual Property Group, responsible for patent portfolio strategy, management, and conflicts related to Microsoft Surface and Gaming products. Before Microsoft, he practiced law as a patent litigation attorney at Orrick, Herrington and Sutcliffe and Perkins Cole in Silicon Valley and helped resolved disputes involving high tech companies. In his career before his legal practice, Qudus was an electrical engineer and held hardware design positions at Intel, Sun Microsystems, and a couple of Silicon Valley start-ups. Qudus holds a Bachelor of Science degree in Computer Engineering and a Master of Science degree in Electrical Engineering from University of Illinois at Urbana-Champaign and a Juris Doctor from Santa Clara University School of Law.
Shen Chong graduated from Peking University with a master’s degree in intellectual property law. He passed the National Judicial Examination in 2005 and started to practice in the fields of IP-related law. He has rich practical experience in the professional fields of copyright law, patent law, trademark law and competition law, and also has extensive industry experience especially in the network platform economy and technology innovation industry. He has successively worked in the Intellectual Property Division of the Second Intermediate People’s Court of Beijing, and the Legal Department of Xiaomi Inc. He specializes in fields / research directions such as Internet competition law, Patent law, Trademark law, Internet copyright law, etc.
Yan Bo has a Master of Arts in Media Studies from Nottingham Trent University and a Juris Doctor in Intellectual Property from East China University of Political Science and Law. He is currently the Director of the Copyright Operation Center of the General Manager Office of China Central Radio and Television (CCTV) and an adjunct professor at East China University of Political Science and Law. For 29 years, he worked for China Central Radio and Television (formerly CCTV) and was responsible for negotiating media rights contracts for large-scale sporting events and cultural activities such as the Olympic Games, World Cup, Asian Games, European Cup, National Games, and World Expo, etc. He went to Geneva several times to attend the meetings of the WIPO Standing Committee on Copyright and Related Rights and participated in the legislative promotion of the WIPO Treaty on the Protection of Broadcasting Organizations. He has relatively rich practical experience in the fields of media copyright clearing, copyright management and development, music copyright payment, copyright transaction and management system design, copyright protection and rights defense, etc.
