This course will consider the legal principles affecting labor relations in the private and public sector workplace. The court will focus on the National Labor Relations Act and similar public sector statutes, with attention to the special roles of labor arbitration and the National Labor Relations Board. The course will look at how these statutes apply to both non-union and unionized workers by examining the organizing process, collective bargaining, protest activities, strikes and lockouts, federal preemption, and individual employee rights in the labor-management context. There is no prerequisite for the course.

The Instructor has practiced union-side labor law for the law firm of Davis Cowell & Bowe since clerking for a Ninth Circuit judge after graduating Boalt in 1987. He practices in California, Nevada and Arizona. His clients include a diverse set of unions representing for example physicians, construction workers, hotel employees and grocery clerks.
