Areas of Expertise: Constitutional Law, Administrative Law, Human Rights Law, Electoral Law, Arbitration, and Maritime Delimitation Law

Manuel José Cepeda Espinosa was President of the Constitutional Court of Colombia from 2005 to 2006 and Justice of said Court from 2001 to 2009, the year in which his term ended. Since then, he has combined legal practice as an attorney, mainly in constitutional law and in arbitration, with academic activities in Colombia and abroad.

He is a member of the High-Level Panel of Legal Experts on Media Freedom, presided by Baron David Neuberger Former President of the Supreme Court of the United Kingdom. He is a member of the Board (Consejo Superior) of Universidad de los Andes (Bogotá), where he was Dean of the Law School (1997-2000) and taught constitutional law.

He was Ambassador of Colombia to UNESCO (1993-1995) and later Ambassador Extraordinary and Plenipotentiary of Colombia, to the Helvetic Confederation (1995-1997).

About the Irving Tragen Lecture

Irving Tragen, a distinguished diplomat with 55 years of service in Inter-American Affairs, was the 2010 Citation Award recipient. A Foreign Service Officer for 35 years, his assignments included senior diplomatic and development posts in Latin America and the Caribbean. In 1980, Tragen joined the Organization of American States’ Economic Development Program, which tackled debt and foreign trade crises, border area infrastructure projects, and manpower development initiatives. In 1985, he was selected to organize and direct the Inter-American Drug Abuse Control Commission, leading its efforts to combat drug trafficking and abuse in the Western Hemisphere until his retirement in 1994.
