“Settlements with the attorney general just provide more support for those cases,” said Chris Hoofnagle, a privacy lawyer with the Samuelson Law, Technology and Public Policy Clinic at University of California-Berkeley Boalt Hall School of Law. “All companies admit no wrongdoing. . . . Companies don’t just agree to give away $14 million for nothing, and there are pretty significant compliance duties HP agreed to, all of which points to wrongdoing.”
