Historically, when one administration leaves office, many of its regulations are rescinded by the incoming administration. Professor Anne Joseph explored the ways that shifts in government – specifically the transition between presidential administrations – affect the federal regulatory agenda. She examined the impact of factors like divided government, one party control of Congress and the independence of the agencies involved, as well as the ramifications of these transitions. Lastly, she proposed preventive and normative measures. The discussion took place on Monday, April 11, from 12:30 to 1:45 p.m. in the Seminar Room at the Center for the Study of Law and Society.
