The San Francisco City Attorney's office has been at the forefront of using litigation to benefit and protect the citizens of San Francisco and the nation at large. Recent efforts have included lawsuits seeking to reform: the tobacco industry's marketing practices; the gun industry for contributing to violence in the City; state statutes that permit health insurers to discriminate based on gender; the state ban on marriage between same-sex individuals; the lead paint industry's creation of a wide-spread public nuisance in the City's housing; and the creation and marketing of alcoholic energy drinks. The City Attorney's Office has also recently challenged, with the help of students in this course, the practices of pay-day lenders and arbitration mills that are biased against consumers.
This course will provide students an opportunity to help develop innovative public policy litigation to be pursued by the City of San Francisco around issues related to consumers, the working poor, and other disadvantaged and underrepresented groups. It will also offer an overview of municipal law, focusing on the affirmative litigation techniques available to a Charter city in California. In lieu of a final exam, students are required to participate in an in-class presentation of their semester's work.
