Before programs can be funded, governments must first raise revenue. This seminar explores the policy foundations of taxation, at both the federal and state levels. We will engage with a number of traditional tax policy debates, critiquing a variety of frameworks that have been used to analyze taxation. We will also devote several class sessions to discussing the tax legislative process and interactions between tax and budget policy.
The course will be taught in a seminar style in that the focus will be on class discussions and on student writing. Grades will be based on a series of short written reading responses, on one larger paper, and on class participation. There will not be an exam. Grading will be on the seminar curve.
Students who wish to tackle a more ambitious project for the larger paper may use this course to satisfy the Writing Requirement. Students who choose this option must still complete the reading responses, but may be awarded an additional unit of independent study credit (or in some cases additional units) in additional to the units for completing the course.
This course is the same as the “Tax Policy Seminar” taught by Professor Gamage in prior years. This course is not the same as the seminar entitled “Tax Policy and Public Finance” taught by Professor Auerbach. Students are encouraged to take both Professor Auerbach’s seminar and this seminar (taught by Professor Gamage) if they so desire. There are no pre-requisites for this course.
