Electronic payment systems rank as one of the great innovations of the 20th Century, along with the cell phone, microchip and personal computer. Like those innovations, electronic payment systems have transformed how people live their lives. Success has attracted scrutiny. The payment business has been a hot topic in courts, administrative agencies and legislatures in the United State and around the world. This course examines the key issues surrounding the industry, including who regulates it, who bears the risk of fraud, and who pays for payments. The class provides an opportunity to see how sophisticated commercial actors such as financial institutions, merchants and payment companies use the law to achieve their commercial objectives.
