Disasters and the Law: Katrina and Beyond
Recent hurricanes and other natural disasters demonstrate serious gaps in the legal system's ability to respond to events of this magnitude. Innovative policies are needed if society is to deal effectively with the aftermath of these disasters and the risk of future ones. One critical need is for improved federal, state, and local government collaboration in disaster response and reconstruction. Society also needs more effective preparation and better protection in vulnerable locations, and a more effective system for spreading risks and compensating victims. The database includes relevant articles, responses from government and military officials, policy papers, opinion pieces, regulatory guidance, and statutory authority, from fields as diverse as urban planning, bankruptcy law, and wetlands banking.

Eighteenth Century Collections Online (ECCO) UCB only
Contains over 150,000 items published in Great Britain and its colonies, including those in North America, during the 18th Century. The summaries or abstracts are sometimes linked to the full-text documents. The database can be searched for free, but access to the full-text documents is with a password. Official Document System of the United Nations (ODS)
This database provides access to all types of official United Nations documentation, beginning in 1993. Since older UN documents are added to the system on a daily basis, be sure to search the collection. ODS also provides access to the resolutions of the General Assembly, Security Council, Economic and Social Council and the Trusteeship Council from 1946 onwards. The system does not contain press releases, UN sales publications, the United Nations Treaty Series or information brochures issued by the Department of Public Information. TLDB contains a comprehensive digest of principles and rules of transnational commercial law. The digest provides access to precedent-authorities needed to ascertain the disputed meaning of key legal terms in transnational disputes and provides thousands of full text references (arbitral awards, court decisions, law review articles, domestic laws, conventions, model laws, international restatements etc.). The database also contains a large bibliography on transnational commercial law. Searching is available and all information is free of charge.
U.N. Treaty Collection UCB only
Consists of several databases, the most important are: i. Status of Multilateral Treaties Deposited with the Secretary-General. This database lists signatories and parties to more than 517 multilateral treaties, provides links to their full text and includes declarations and reservations. It is updated daily. The annual print version is available at the Reference Desk and in the UN Room (KZ4992.7 M85) ii. United Nations Treaty Series Contains the full text of more than 40,000 bilateral and multilateral agreements (print version is available at KJ179. U58 TS.) Search by title phrase or title keywords, dates of conclusion/adoption, names of participating states and selected broad subject terms. There is no full-text searching available. Note: publication requires entry into force, registration, and translations into several languages. These requirements often contribute to a a considerable delay in publication.
U.S. Congressional Serial Set UCB only
The U.S. Congressional Serial Set is a collection of primary source materials covering the period 1817-1980 (the 15th through 96th Congresses). This electronic version is presently complete through the 76th Congress, 3rd session (1941). It’s made up of congressional reports and documents, arranged in sequentially numbered volumes. Many important executive agency documents were printed in congressional editions during the 19th century, making the U.S. Congressional Serial Set an incredibly rich resource covering nearly every aspect of society. The set includes the American State Papers, a retrospective collection of materials originating from 1789 through 1838 but published in the second quarter of the 19th century.

This collection is a searchable database of English translations of over 3,000 Vietnamese laws, covering a wide range of subject areas. Access is by id and password only, so check with the Reference Desk for access information.
vLex Global UCB only
This database provides access to primary materials (laws and cases) as well as secondary materials (articles and forms) for 95 countries, including the U.S. and the European Union (EU). The amount of information varies for each country with Spain and France having the best coverage. Search or browse by individual country. Materials are in the language of the country.

Dispute Settlement Commentaries (DSCs) provide detailed summaries of the legal findings and conclusions as well as commentaries on WTO Panel reports, WTO Appellate Body reports, WTO Arbitrations, and NAFTA Chapter 20 Panel reports. Each DSC contains information about the case, including a time line, references to other reports and materials, and expert analysis on many of the key issues in the report. Other useful tools include search mechanisms, a WTO Case Law Index, and statistical information.

This is the electronic version of the print set called Law and Practice of the World Trade Organization, a multi-volume looseleaf service. It provides access to the final texts of all relevant documents involved in the creation of the WTO (Marrakesh Declaration, the Marrakesh Agreement establishing the World Trade Organization, GATT 1994, the Uruguay Round Agreements, and the Plurilateral Trade Agreements and related Ministerial Decisions, Declarations and Understandings), full-text decisions of the Dispute Settlement panels and reports, and commentary from trade law experts on a variety of issues.
