International Human Rights Law Clinic Events

On October 12, Sandra Babcock will discuss "Representing the Government of Mexico in U.S. Death Penalty Cases" from 12:30-1:45 p.m. in 115 Boalt. The lecture is open to the Boalt community and the general public.

Sandra Babcock is an attorney in private practice in Minneapolis. She directs the Mexican Capital Legal Assistance Program, a project funded by the Mexican government to assist its nationals in capital cases at trial and on appeal.

Through this program, she has provided litigation support to attorneys in more than 100 capital cases involving Mexican nationals, and routinely raises claims involving treaty compliance and customary international norms in state and federal courts. She was Mexico’s counsel in the case of Avena and other Mexican Nationals (Mexico v. United States), a case brought in the International Court of Justice on behalf of 52 Mexican nationals on death row.

Ms. Babcock has argued before the Inter-American Commission on Human Rights, the Inter-American Court on Human Rights, and the International Court of Justice, and has written several articles on the subject of international law and the death penalty. She received her bachelor's degree in international relations from Johns Hopkins University in 1986, and her J.D. from Harvard Law School in 1991. Her work has been recognized by the National Coalition to Abolish the Death Penalty, Minnesota Advocates for Human Rights, and the Minnesota Hispanic Bar Association. In 2003 she was awarded the Aguila Azteca, the highest honor bestowed upon foreign citizens by the Mexico.

Ms. Babcock will also speak about the decision in Avena and its aftermath in U.S. courts, as well as the path of her career from representing death-sentenced clients in Texas to litigating before international tribunals.

The lecture is co-sponsored by the Death Penalty Clinic and the International Human Rights Clinic.
