Spring is always a time of celebration, and not just of the improving weather! The Greek Theater is being readied for our commencement ceremony this Saturday. The Class of '06 has much to celebrate. In addition to their academic achievements, they set a record-smashing 95% participation rate in their 3L class campaign. Many congratulations to the soon-to-be Boalt grads and we look forward to reporting on their future success!

Hundreds Gather to Salute 2006 Citation Award Winners
Boalt alumni, friends, and faculty came together for the 2006 Citation Award Dinner on May 5 to honor three of the law school's most distinguished citizens. The gala celebration recognized the accomplished careers and extraordinary achievements of Judge Jon Tigar '89, his father, Michael Tigar '66, and Professor Emeritus and former UC Berkeley Chancellor Michael Heyman.
Colleagues and former classmates representing the worlds of academia, corporate practice, government service and public interest filled the ballroom at San Francisco's Ritz-Carlton, where the program included multimedia presentations chronicling the lives and careers of the three awardees.

East Bay Community Law Center Becomes New Homeowner
In April, the East Bay Community Law Center (EBCLC) welcomed guests to its recently acquired building for an informal housewarming party. Although now facing the traditional homeowner responsibilities of renovations and improvements, clinic staff members are nonetheless ecstatic to have achieved the incredible milestone of owning the building where they will strive to end poverty and train the next generation of lawyers committed to social and economic justice for many years to come.
The new 6,300 square-foot building is 40 percent larger than the clinic’s previous rental space and features a beautiful open floor plan, high ceilings and abundant natural light, which will allow EBCLC to increase the services to clients and enhance the educational experience for students. Two Students Capture Law and Society Writing Prizes
Students associated with our Jurisprudence and Social Policy Program recently captured a pair of prestigious awards for research papers in the socio-legal arena. Ariel Meyerstein '06 and UC Berkeley undergraduate Ian Richardson won the graduate and undergraduate prizes, respectively, from the Law and Society Association (LSA) in Massachusetts.
Meyerstein's paper "Between Law and Culture: Rwanda's Gacaca and Postcolonial Legality" was commended as a "fascinating analysis of legal pluralism, international human rights norms and the dispute resolution process of gacaca in Rwanda." Richardson, a Legal Studies student, won the undergraduate prize for his paper "From Institutional Change to Practical Service: the Development of the Practical Meaning of Title VI."
Jonathan Simon, associate dean for Jurisprudence and Social Policy, described the competition for these prizes as fierce. Ariel and Ian will be honored at the LSA’s annual meeting in Baltimore on July 8. Founded in 1964, the LSA is an organization representing scholars interested in the place of law in social, political, economic and cultural life.
University of Kansas Awards Highest Honor to Professor Frickey
Professor Philip Frickey has been named a 2006 recipient of the Distinguished Service Citation by his alma mater, the University of Kansas (KU). Frickey was recognized for redefining the field of statutory interpretation with Cases and Materials on Legislation: Statutes and the Creation of Public Policy (with Eskridge and Garrett, 3rd ed., 2001). Frickey, who graduated from KU in 1975 with top honors in political science, also was honored for his scholarship in the field of federal Indian law.
The Distinguished Service Citation is KU's highest honor. It pays tribute to those who have benefited humanity though their careers and civic involvement. A Boalt faculty member since 2000, Frickey serves as the Alexander F. and May T. Morrison Professor of Law. He earned his J.D. from the University of Michigan in 1978 and went on to clerk for Judge John Minor Wisdom of the U.S. Court of Appeals for the 5th Circuit and for Justice Thurgood Marshall of the U.S. Supreme Court. He is a fellow of the American Academy of Arts and Sciences.
Boalt Clinic and Children's Hospital Partner to Improve Children's Health
Local children living in poverty will have greater access to healthcare thanks to an exciting collaboration between the East Bay Community Law Center (EBCLC) and Children's Hospital and Research Center Oakland (CHRCO). The partnership establishes a weekly hospital-based legal clinic to help eligible CHRCO families obtain legal services, including housing advocacy, immigration assistance and services to increase access to health insurance. Medical-legal collaborations among public-interest lawyers and pediatricians, such as the EBCLC-CHRCO venture, have emerged over the past 15 years to address growing healthcare needs among low-income families, particularly young children who suffer disproportionate ill health from lead poisoning, asthma and obesity.

Environmental Expert Discusses Global Trends
Cymie Payne '97, associate director of the California Center for Environmental Law & Policy (CCELP), participated in a panel discussion at UC Berkeley's Cal Day that explored some of the world's most pressing environmental issues. Coinciding with Earth Day, the talk focused on disturbing trends involving global warming, energy consumption and human health—and the work taking place throughout the campus to address those problems.
"We have very difficult decisions to make," said Payne, who was quoted in an Oakland Tribune article. "Global Environmental Challenges and Opportunities: UC Berkeley's Role" featured Payne, an expert in natural resource and environmental law, and other UC Berkeley environmental specialists in an event organized by the multidisciplinary Berkeley Institute of the Environment.

In an April issue of the San Francisco Chronicle, Dean Christopher Edley and several campus administrators discussed UC Berkeley's need to step-up efforts to raise money from private donors. Alumni Notes
State Bar Names Two Alums to Leadership Academy
Hitesh Barot '01 and Yunie Hong '03 were recently named Leadership Academy Scholars for 2006-07 by the State Bar of California's Board of Governors. They were among 12 lawyers statewide chosen for their leadership potential and vision for serving local and underserved communities.
They will receive training as part of a pilot program by the bar's Access & Fairness Leadership Academy. Program participants will obtain guidance on becoming effective leaders in the profession. Barot is an associate in Bingham McCutchen's Intellectual Property and Technology Group in San Francisco, and serves as a board member for the South Asian Bar Association. In January 2005, he helped organize a benefit that raised more than $100,000 for victims of the South Asian tsunami. His experience as a Nevada election monitor with Election Protection in 2004 earned mention in The American Lawyer.
Hong is a staff attorney in the Immigration Unit at Neighborhood Legal Services of Los Angeles County. She works primarily with low-income victims of domestic violence, assisting them with Violence Against Women Act self-petitions and "U visas" that allow them to gain lawful status in the United States without having to rely on their abusers. She also works on policy issues affecting immigrants' rights.
ABA Honors Boalt Grad as Champion of Diversity
The ABA is celebrating six distinguished professionals for their leadership and dedication to full and equal participation in the legal profession. Paula E. Boggs '84, whose trailblazing efforts to increase diversity extend from the White House to Dell Computer to the University of Washington School of Law, was named a 2006 ABA Spirit of Excellence Award winner.
Boggs began her legal career in public service, first in the Office of the Army General Counsel and then in 1997, while still an Army officer, serving as staff attorney in the White House during Iran-Contra. She has taught at the University of Washington School of Law; was vice president, legal for products, operations, and information technology for Dell Computer Corporation; and, is currently the executive vice president, general counsel and secretary at Starbucks Coffee Company. In each of these settings, Boggs has honed her skills as a leader and mentor, paving the way for increased diversity, launching initiatives to nurture minority lawyers, and conducting outreach to raise diversity awareness.
Boggs received the Boalt Hall Alumni Association's Young Alumnus Award in 1998.

Judge Henry Ramsey '63 recently donated to the Archives publications documenting Boalt student activism during the very early 1960s. Two organizations, the Berkeley Law Students Democratic Club and the Berkeley Law Students Young Democrats, are represented.
Of particular interest is a mimeographed report titled "Segregation: Professional Ethics of the Berkeley Realty Board." The Berkeley Law Students Democratic Club investigated the practices of Berkeley area realtors to determine whether prejudicial practices on the part of realtors contributed to segregation in the city. Two women, one black ("negro" in the parlance of the day) and one white, visited various realtors on successive days. The black woman asked about properties in higher-income, predominantly white areas, while the white woman asked about a specific property in a predominantly black area. While some of the realtors were even-handed in their responses to the "clients," many revealed deep prejudice.
In one encounter, the black woman was discouraged from looking at houses in a white neighborhood. "When asked about a home which is situated in the Berkeley Hills area, the woman realtor admitted that there might be problems. She said that people were not disposed to sell to negroes but that she personally would be willing to sell if it were up to her. The realtor steered applicant to a home on a particular block in El Cerrito into which, it was later discovered, negro families had moved."
The white woman experienced the opposite side of the coin. "Applicant inquired about a property on Dohr Street, which is situated in an all negro area. Realtor replied that this area had been 'condemned' by an industrial corporation (power of eminent domain by corporations??). She added that this area was 'all colored' and no place to send a young daughter to school. When asked what assurance she could offer that this same problem wouldn't occur in another area, the realtor said,'We all take our chances, but we do our best to keep it safe for you.'"
The publications are a fascinating window into the famously-liberal Berkeley of the 1960s, as well as valuable documentation of the long history of Boalt student activism.

The luncheon takes place from noon to 1:30 pm at the Downtown Club in Fresno, and costs $30 per person.
For those of you in sunny San Diego, you can meet new Boalties at a reception in La Mesa with special guest Professor Herma Hill Kay. This 5-7 pm event is sponsored and hosted by Jennifer Bergovoy '80.
Film Screenings Honoring Thelton Henderson '62
Alumni in Seattle and Los Angeles have the opportunity to attend screenings of Soul of Justice: Thelton Henderson's American Journey, Abby Ginzberg's documentary of Judge Henderson's extraordinary career, from his days as the first African-American attorney in the US Department of Justice's Civil Rights Division in the early '60s, to his remarkable quarter-century of service on the federal bench.
The Seattle event takes place on May 11 at the Puget Sound Lawyer Chapter's of the American Constitution Society, at the Seattle Public Library. A catered reception begins at 5:30 pm and remarks and screening of the film follow at 6:15 p.m.
